Understanding the Amendments to LRS 2020: What It Means for Telangana Real Estate Investors

By Venkat Raj, CEO, Sri Maatha Infra Developers

The Telangana Government has recently introduced key amendments to the Telangana Regularization of Unapproved and Illegal Layout Rules 2020 (LRS-2020) through G.O. Ms. No. 28 (Dated 20.02.2025). These updates aim to streamline the regularization process, reduce procedural complexities, and encourage compliance, ensuring planned urban development across the state.

As a real estate developer with extensive experience in Hyderabad and beyond, I believe these amendments provide new opportunities for both investors and homeowners. Let’s break down the most significant changes and their impact on real estate buyers, sellers, and developers.

🔹 Key Amendments to LRS 2020: What Has Changed?

1️⃣ No Registration Without Regularization

• Unauthorized plots and layouts will not be registered or granted building permissions unless they are regularized.

• This ensures only legally compliant properties are sold and developed, protecting buyers from future legal disputes.

2️⃣ Who is Considered a ‘Layout Owner’?

• A layout owner is defined as someone who has developed and sold at least 10% of plots before 26.08.2020.

• This clarification helps in distinguishing genuine developers from speculators, ensuring compliance with LRS regulations.

3️⃣ Regularization of Previously Unregistered Plots

• If at least 10% of plots were sold before 26.08.2020, the remaining plots in the unauthorized layout can now be registered.

• Owners must pay the necessary regularization and pro-rata open space charges to legalize their properties.

4️⃣ 25% Rebate on LRS Charges (Limited Time Offer!)

• Applicants who pay regularization and pro-rata open space charges before 31.03.2025 will receive a 25% rebate on these charges.

• This offers a great incentive for property owners and developers to complete the regularization process quickly.

📌 What These Amendments Mean for Investors and Developers

✅ Greater Clarity & Legal Security

With these amendments, buyers and developers can now avoid the confusion surrounding unauthorized layouts. Legalizing properties ensures smooth transactions and long-term asset appreciation.

✅ Faster LRS Processing & Compliance

The government aims to expedite approvals and reduce procedural delays, making it easier for property owners to complete the regularization process without unnecessary hurdles.

✅ Better Infrastructure & Urban Planning

By enforcing strict regularization norms, Telangana’s urban and rural areas will see improved infrastructure development, better amenities, and enhanced property values.

💡 My Advice to Real Estate Buyers & Developers

1️⃣ If you own a plot in an unapproved layout, apply for regularization immediately to avoid future complications.

2️⃣ Take advantage of the 25% rebate offer before 31.03.2025 to save on regularization costs.

3️⃣ Ensure all real estate transactions are legally compliant with LRS norms to prevent legal and financial risks.

4️⃣ Work with trusted developers and ensure proper due diligence before investing in any plot or property.
